Curriculum Vitae of Glenn Garrels

I am a retired Lieutenant with the New Jersey State Police who served 22 years in the Outfit. I was a member of the 121st State Police Class which graduated on April 24, 2001.  I was last assigned as the Unit Head of the Special Investigations Unit at the Casino Gaming Bureau.  This unit investigated human trafficking, narcotics, and prostitution cases in the Atlantic City Tourism District. My experience included 4 years as a Road Duty Trooper assigned to the Field Operations Section in Troop "A" which encompassed southern New Jersey from 2001 through 2005.  I was assigned to the Bellmawr, Port Norris, and Woodbine Stations before being transferred to the Tactical Patrol Unit.  As a road duty Trooper, my duties and responsibilities included conducting motor vehicle accident investigations and enforcing motor vehicle laws under Title 39.  I also conducted criminal investigations concerning property thefts, burglaries, sex assaults, robberies, assaults, weapon offenses, and narcotics.  I prepared several search warrants that led to the recovery of narcotics, property, and U.S. currency.  I gained a vast knowledge of identifying confidential informants and utilizing them to solve open criminal investigations. 

 While assigned to the Field Operations Section, I had temporary tenures in the Alcohol Beverage Control Unit where I investigated alcohol related crimes under Title 33 and licensed premise investigations under Title 13. These investigations also involved working in an undercover capacity concerning narcotics and gambling investigations.  I also worked temporarily as a station detective in the Criminal Investigation Office and handled more complex and extensive criminal investigations.

 In January of 2006 I was transferred to the Special Investigations Section where I was assigned to the Digital Technology Investigations Unit where I conducted criminal investigations into the possession and distribution of child pornography and other crimes against children.  I received training in the recovery and analyzation of forensic evidence.  I authored search warrants and communication data warrants, interviewed suspects of the aforementioned crimes, and prepared extensive investigation reports. In September of 2006 I was then transferred to the Major Crime South Unit where I was responsible for investigating suspicious deaths, homicides, in-custody deaths, and deadly force incidents which mainly consisted of officer involved shootings.  It was here I honed my skills and expertise in force encounters.  I was assigned to the Major Crime South Unit for fourteen years as a detective through the rank of Lieutenant. I investigated and/or case managed dozens of Officer Involved Shootings and In-Custody Deaths as part of the Attorney General’s Shooting Response Team. In January 2021 I was transferred to the Casino Gaming Bureau where I was the Unit Head of the Casino Services Unit. I was also the Casino Gaming Bureau Active Threat/Active Shooter Coordinator. I coordinated with other law enforcement agencies pertaining to emergency responses and provided training to better equip those agencies with the skills and knowledge to react to a critical incident. I have received numerous trainings in Active Shooter/Critical Responses, and I am Active Threat Response Instructor.

I have attended training from around the country in the areas of how to conduct officer involved shooting investigations and the different disciplines in that area.  I have also instructed on how to conduct officer involved shooting investigations to different law enforcement agencies around the State of New Jersey.  I instructed First Line Supervisors from the New Jersey State Police and local police departments on a supervisor’s response to a deadly force incident. I also became a use of force instructor through the Federal Law Enforcement Training Center (FLETC) and currently instructs Police and Correction recruits in the standard of force at the Atlantic County Police Academy.  I am also an ICAT Instructor (Integrating Communications, Assessment, and Tactics) at the Police Academy which is also taught to the recruit classes.  This training has become an integral part of the new Use of Force Policy by the New Jersey Office of the Attorney General.  I have also attended several different trainings and certifications in the human performance in force encounters related to reaction times, perceptual distortions, stress induced heart rate, and decision making.  Understanding these principles can greatly affect how an individual can perceive and respond to a force encounter.
